Looks like the problem is with fedora updates source repository metadata.
I've downloaded metalink from URL
<a href=";arch=x86_64" title=";arch=x86_64"></a>
I checked a few mirrors from the list and the content of primary metadata
file is somewhat unsatisfying (basically it is empty):

<?xml version="1.0" encoding="UTF-8"?>
<metadata xmlns="" xmlns:rpm="" packages="0">
