Broken packages in Fedora 28: Need admin/rel-eng help

I have a number of qpid packages promoted to "stable" that depend on
qpid-proton-0.26.0-1.f28. However, someone blocked this package from being
promoted, and as a result, updated qpid packages cannot be installed. We
need to either:
- Push qpid-proton-0.26.0-1.f28 to "stable" ASAP, or
- Remove updated qpid packages from Fedora 28
I am not able to do either action, so I need rel eng advise/assistance on
how to resolve this issue. Also see

Promoting qpid-proton to stable

There is an issue with qpid-proton-0.26.0-1.fc28. It should be in
"stable", but it was blocked. This is creating a problem with qpid packages
in F28. Can someone advise or assist in moving this package to "stable"
ASAP?

Promoting a package to stable

I have a package in F25/F25 stable distributions that will not install
because the dependency is no longer there (new version of libwebsockets was
promoted to stable). I re-built them, but I have to wait another week
before it will be possible to promote them to stable. Is there a way to
promote them right away?

Issue rebuilding f24-build repo

$ koji wait-repo f24-build --build=qpid-proton-0.12.1-1.fc24
Unsuccessfully waited 120:24 for qpid-proton-0.12.1-1.fc24 to appear in the f24-build repo
