what's the best and most efficient (performancewise) way to block an ip from access to a vhost based on number of requests per hr/day?

Your firewall, i.e.: As early as possible in the ISO/OSI layers
To specific vhost only? That means clients from the offending IP are allowed access to other vhosts on the same server?
